19 Month Old Boy Involved in Drowning Accident
Tragedy struck the family of a 19-month-old boy who was in a drowning accident earlier this week.
According to New York State troopers, the boy, Andrew Duong was under the care of his 18-year-old foster sister when he wandered outside and went to a nearby pond.
His body was later discovered by foster mother Marguerite Joyce, who arrived at her home just as police had started their search for the little boy. An autopsy performed on the boy confirmed that his death had been an accidental drowning.
While the Broome County Child Protective Unit was notified about the accident, no charges have been filed against the foster family at this time.
